More posts, facilities for land grab special courts

Work on establishing special courts to try land grabbing cases is in full swing with the government issuing further orders sanctioning more posts and amenities for the proposed facility.
This follows a communication from the Madras High Court to the government requesting the sanction of additional staff and facilities for the courts.
Efforts are on to locate the building for the special courts. Increasing the cadre strength of judicial officers in the rank of Civil Judges (Junior Division) to meet the demand is under the government's consideration.
By an order last month, the government announced that after consultation with the High Court, it had decided to establish two courts of Metropolitan Magistrate in Chennai and 23 in the districts to try land-grabbing cases. What prompted the government to go in for special courts was that a large number of complaints were being received from victims of land grabbing after special cells were formed in the State. These cases should be tried expeditiously.
The post of a Judicial Magistrate, Head Clerk, Assistant, Steno, Typist and two office Assistants were sanctioned. Nearly Rs.1.50 lakh was allocated for each court for the purchase of furniture.
Later, the High Court wrote to the government seeking additional staff and facilities for each court. Accepting the proposal, in addition to the posts earlier sanctioned, the government has now given the green signal for one more post of Assistant, two computer operators, one Typist, and a photocopy operator, besides other posts. Each presiding officer will be given a laptop. An additional Rs.1 lakh has been set apart for procuring furniture.
At present, there are nearly 80 vacancies in the post of Munsiff/ Magistrate, an official of the High Court said. The government had requested the Home Department to take immediate action for increasing the cadre strength of the judicial officers.
It had said that the vacancies should be included in the estimate of vacancy for the current year and further action taken.

The State government has set in motion a proposal to set up 25 special courts that will exclusively deal with land grab cases.
The special courts will come up in all districts in the State except seven districts where the number of reported land grabbing offences is not high.
According to an official source, the courts will have an initial mandate to function for one year. The special land grabbing tribunals will be presided over by a judge whose rank will be one level below that of District Magistrate. A maximum sentence of seven years' imprisonment can be awarded by the tribunals. An allocation of Rs.646.7 lakh is being made for the functioning of the tribunals over this one year period. The proposal has been forwarded to the Madras High Court for judicial consent. A senior government official said the move was inevitable as just booking cases against the land mafia is not enough.
Between June 1 and the middle of July, the special police cells have received over 2,400 complaints and 196 FIRs lodged.
