Madurai Bench upholds order on payment of salaries through ECS

Madurai, March 28: The division bench of the Madras high court today upheld the order of a single judge, regarding disbursing of salaries through Electronic Clearing System.
Justices Prafulla Kumar Misra and P Murugesan said ECS had been introduced to protect the interests of staff members and would not in any way affect the rights of the management.
They were dismissing three writ appeals and four writs by managements of various schools who contended that they had been provided certain rights, one of which was disbursing salaries to staff. If ECS was introduced then managements of schools in remote areas as well as staff would be put to hardship. Besides there would be problems for deducting loans taken by staff from cooperative societies, they contended.
The judges said if the staff faced any difficulty in the implementation of the scheme, it was open to the management or employee to make an appropriate representation, either individually or collectively to the concerned authorities. Such representation could be considered by the officials, depending on the merit of the representation.
On the managements' wanting to know why the government should introduce ECS when teachers had not expressed any dissatifaction about the mode of payment of salaries, the bench said they did not want to enter into such aspects. - Agencies
